IE Commuter New Carpool and SB Express Lanes Transponder Giveaway Official Rules

NO PURCHASE OR PAYMENT NECESSARY TO ENTER OR WIN.

These rules govern the 2025 New Carpool and SB Express Lanes Transponder giveaway being conducted by IE Commuter, a program of the Riverside County Transportation Commission and the San Bernardino County Transportation Authority.

IE COMMUTER’s 2025 New Carpool and SB Express Lanes Transponder giveaway will be based on carpool and vanpool trip logs received in June through September 2025:

NEW CARPOOL AND SB EXPRESS LANES TRANSPONDER GIVEAWAY — To participate, rideshare using carpool or vanpool during the months of June, July, August and September 2025, and log the respective round trips in IE Commuter’s online Commute Log. Anyone who has not logged a carpool or vanpool trip within the prior six months before this giveaway (December 2024 to May 2025) will be eligible to be entered into a drawing for one (1) gift card with a value up to $50. A total of $1,000 in gift cards will be awarded in the four-month period of the giveaway (June 2025 to September 2025). In addition, the first 10 individuals to log these trips during the duration of the giveaway will be eligible to receive an SB Express Lanes transponder device. Winners must have a valid credit or debit card placed on file with their SB Express Lanes account. In order to save time, winners may set up an account in advance prior to arriving at the customer service counter. Note that winners do NOT need to purchase a switchable transponder when creating an SB Express Lanes account on their own.

Individuals can participate in the New Carpool and SB Express Lanes Transponder Giveaway by following one of the two methods below:

HOW TO ENTER THE NEW CARPOOL AND SB EXPRESS LANES TRANSPONDER GIVEAWAY USING YOUR COMMUTE LOG:
1. SIGN UP ONLINE FOR AN IE COMMUTER ACCOUNT AND LOG RIDESHARE CARPOOL OR VANPOOL ROUND TRIPS BEFORE 11:59PM Pacific Time, on MONDAY, JUNE 30, 2025, FRIDAY, JULY 31, 2025, SUNDAY, AUGUST 31, 2025 and TUESDAY, SEPTEMBER 30, 2025:
  1. Create an account and/or log into your IE COMMUTER account at IECommuter.org.
  2. Carpool or vanpool to work during the month of June, July, August and September 2025 and log at least one roundtrip rideshare commute.
  3. A roundtrip is identified as going from home to work and back in a carpool/vanpool mode.
  4. To qualify for the gift card drawing, participants must not have logged a carpool or vanpool trip within the previous six (6) months.
  5. Log into an IE COMMUTER account and log trips in the Commute Log.
  6. Trip(s) must be logged at IECommuter.org by 11:59pm Pacific Time, on June 30, 2025, July 31, 2025, August 31, 2025 or September 30, 2025 to be eligible.
  7. The first ten (10) eligible respondents will be contacted with details on how to pick up an SB Express Lanes transponder.
2. SEND AN EMAIL TO IE COMMUTER BY SEPTEMBER 30, 2025:
  1. Send an email to info@iecommuter.org.
  2. Email subject line must be “2025 New Carpool and SB Express Lanes Transponder Commute Log”.
  3. Email must contain applicant’s first and last name, complete home address, city, state, ZIP Code, area code and telephone number. P.O. Boxes are not accepted.
  4. Email must include date of birth.
  5. Email entry will count as one (1) giveaway entry.
  6. Email entries must be received by 11:59pm Pacific Time, on September 30, 2025, to be eligible for the giveaway. Duplicate email entries will be removed.
    
    Use of any device to automate entry is prohibited and will result in disqualification. Any violation of these rules or any attempt to obtain entries by using fictitious or non-functioning email addresses or identities or any other methods will void that applicant’s entry and that applicant may be disqualified. Proof of submission of an entry shall not be deemed proof of receipt by IE COMMUTER. Computers at IE COMMUTER will be the official time-keeping devices for the giveaway. IE COMMUTER is not responsible for lost, late, incomplete, invalid, unintelligible, or misdirected entries, which will be disqualified.
ELIGIBILITY RESTRICTIONS
The New Carpool and SB Express Lanes Transponder Giveaway is open to all persons who are 18 years of age or older who live and/or work in Riverside County or San Bernardino County and travel by either carpool or vanpool. To qualify for the gift card drawing, participants must not have logged a carpool or vanpool trip within the previous six (6) months.

Employees of IE COMMUTER, Riverside County Transportation Commission (RCTC), San Bernardino County Transportation Authority (SBCTA), contractors or consultants of IE COMMUTER who are working on any IE Commuter projects during the SB Express Lanes Transponder Giveaway period, the members of their immediate families (spouse, parent, sibling, or child), and those living in the same household of each (whether related or not), are ineligible to win.

The New Carpool and SB Express Lanes Transponder Giveaway is subject to all applicable federal, state, and local laws and regulations and is void where prohibited. Participants are required to provide truthful information. In order to claim the prize, IE COMMUTER may require the winners to provide a valid government-issued photo identification card along with their complete current mailing address, date of birth, and phone number. IE COMMUTER will disqualify any individuals who do not meet these eligibility requirements.
NEW CARPOOL AND SB EXPRESS LANES TRANSPONDER GIVEAWAY PRIZES
Qualified entries for New Carpool and SB Express Lanes Transponder Giveaway are eligible for a monthly random drawing for a prize valued up to US $50.00. Qualified entries for New Carpool and SB Express Lanes Transponder Giveaway are also eligible to receive an SB Express Lanes Transponder. Winners will receive a switchable transponder (valued at US $11.00) with no pre-loaded credits. A total of 10 transponders will be given away. Winners are only receiving the hardware (transponder) and are responsible for any costs that may be incurred upon its use.

Odds of winning depend on number of entries.

Winning participants will be based on first log entries received in the IE COMMUTER system.

New Carpool and SB Express Lanes Transponder Giveaway winners will be notified by their Employee Transportation Coordinator or IE COMMUTER staff within seven calendar days after the end of the month.

SB Express Lanes Transponder Giveaway prizes must be picked up in person at the customer service desk inside of Rancho Cucamonga City Hall, 10500 Civic Center Drive, Rancho Cucamonga, CA 91730 during regular business hours. In order to receive the switchable transponder, a FasTrak account must be created with a valid debit or credit card on file in the account.
CONDITIONS
Decisions made by IE COMMUTER management with respect to the New Carpool and SB Express Lanes Transponder Giveaway are final.

The New Carpool and SB Express Lanes Transponder Giveaway is governed by and subject to the laws of the State of California and the United States. All federal, state, and local laws and regulations apply. Void where prohibited by law. New Carpool and SB Express Lanes Transponder Giveaway Award recipients will pay all applicable taxes and fees.

The New Carpool and SB Express Lanes Transponder Giveaway prize winners must sign and return an affidavit of eligibility within fourteen (14) days of the date IE COMMUTER sends notification to the winner. If a potential winner cannot be contacted or fails to sign and return the required affidavit of eligibility and/or liability or publicity release within fourteen (14) days of IE COMMUTER sending the notification of winning, the potential winner forfeits the New Carpool and SB Express Lanes Transponder Giveaway prize and a new winner may be selected. Substitute winner(s) will have fourteen (14) days to claim the Giveaway Award.

The New Carpool and SB Express Lanes Transponder Giveaway prizes are expressly limited to the gift card prizes and SB Express Lanes Transponder and there is no substitution, transfer, or cash equivalent, except that IE COMMUTER may, at its sole discretion, substitute an award of comparable value. The winners will be solely responsible for all taxes and all other fees and expenses associated with the receipt and use of the Giveaway Awards. IE COMMUTER is not responsible for prize utility, quality, or otherwise.

If for any reason these New Carpool and SB Express Lanes Transponder Giveaway cannot be executed as planned, including, but not limited to, as a result of infection by computer virus, tampering, unauthorized intervention, fraud, technical failures, incomplete or unintelligible entries, or any other causes beyond the control of IE COMMUTER that corrupt or affect the security, administration, fairness, integrity or proper conduct of the New Carpool and SB Express Lanes Transponder Giveaway, or if the New Carpool and SB Express Lanes Transponder Giveaway is compromised or becomes technically corrupted in any way, electronically or otherwise, IE COMMUTER reserves the right to cancel, terminate or modify the New Carpool and SB Express Lanes Transponder Giveaway. If, due to circumstances beyond the control of IE COMMUTER, any award-related event or travel is delayed, rescheduled, postponed or cancelled, IE COMMUTER reserves the right, but not the obligation, to cancel or modify the SB Express Lanes Transponder Giveaway and shall not be required to award a substitute award.

IE COMMUTER, in its sole discretion, reserves the right to disqualify any person tampering with the entry process or the operation of IE COMMUTER or its websites. Failure to comply with the rules of the SB Express Lanes Transponder Giveaway may result in a participant’s disqualification and/or forfeiture of any award. If IE COMMUTER makes a good faith determination that cheating or fraudulent activity has occurred in connection with the New Carpool and SB Express Lanes Transponder Giveaway, IE COMMUTER reserves the right to disqualify that participant from winning future promotions and to prosecute and seek damages to the fullest extent permitted by law.

Where a conflict exists between promotions, IE COMMUTER reserves the right to determine which promotion will apply.

IE COMMUTER is not responsible for typographical or other errors in the printing, the offering, the administration, or the announcement of the New Carpool and SB Express Lanes Transponder Giveaway.
